Il détaille la campagne qui culmina avec l’occupation de Mexico le 14 septembre 1847. Le livre commence par la transcription du discours prononcé par James K. Polk devant le Congrès en décembre 1847. Le 11e président des États-Unis déclare que le Mexique était « le débiteur reconnu, et lui-même l’agresseur dans la guerre ». Il ajoute que les États-Unis consentiront à la paix, à condition que le Mexique accepte « une cession appropriée de territoire » ainsi que le paiement de son « important montant de dette ».
